Many common water supply problems are caused by the lack of proper maintenance of the internal plumbing by the consumers, the estates management office. For example, poorly maintained water pumps often lead to disruption of supply, while corrosion in water pipes might cause discoloured water or even chokage and lead to weak supply pressure. Regular checking of the plumbing system can identify and rectify small defects before they develop into major problems.

The quality of water is affected by the conditions of the fresh water plumbing systems, which are often related to the age of the buildings. However, in order to ensure that customers can enjoy good quality of water at the taps, building owners have to maintain their plumbing systems properly as well. To encourage the building owners to do this, the Water Supplies Department launched the Fresh Water Plumbing Quality Maintenance Recognition Scheme (referred to as the "Scheme" below) on 22 July 2002.

1. The application will be assessed based on the following criteria:-

(a)

The plumbing system is inspected at least once every three months by licensed plumbers or qualified building services surveyors or engineers and is found to be in good physical condition.

(b)

All defects identified in the inspections are promptly rectified by licensed plumbers or qualified persons.

(c)

The water tanks are cleaned at least once every three months.

(d)

Water samples are taken in accordance with the recommended procedure and tested for items specified at least once a year and the test results comply with the acceptable limits of these water quality indicators.

Hard water causes other problems as well. Over a period of time, scale formed from continuous contact with dissolved minerals in water can collect inside plumbing and on the internal parts of water using appliances. Repairs may become necessary as water pressure drops and mechanical parts stop working. Hard water scale can also coat the inside of a water heater or chiller and drastically reduce its heat exchanging efficiency. Greater fuel consumption and higher utility bills result.
